A room's capacity is not the number of cots you can fit. It is the smaller of two limits: usable square footage per child, and the group size your state licenses. This works out which one is holding you back.

Two limits, not one

Almost every state writes both a floor-area minimum and a group-size cap, and they are independent. A 600 sq ft room at 35 sq ft per child holds seventeen by area — but if the licensed group size for that age is twelve, twelve is your number and the extra 180 sq ft buys you nothing except a calmer room.

The reverse trips people more often. A generous group cap on a small room does not unlock it: the floor area still binds. Programs that plan enrolment from the group cap alone are the ones that get a capacity written down on the licence lower than the one in the business plan.

Measure the usable area

Cubbies, bathrooms, hallways, kitchens, staff areas and fixed storage are excluded from the count in most states. Measure the floor children can actually play on, then confirm the exclusion list with your licensor — a re-measure after an inspection is an expensive way to learn it.

Worked example

A preschool room, 720 sq ft of usable floor, a 35 sq ft per-child requirement and a group cap of 20, run at 1:10.

Both limits land on 20 here — which is what a well-specified room looks like. When one limit is far below the other, you are paying rent on floor you cannot fill or licensing a cap you cannot reach.

Nap, cots and the floor you forgot

Several states add a separate spacing rule for sleeping: a minimum distance between cots or mats, usually measured edge to edge. A room that is legal at capacity while children are playing can be illegal at capacity while they are asleep, because the cots need aisles.

Model this by dropping the per-child area until the room takes the cot layout you actually use. If capacity falls below your enrolment, the fix is a second sleeping space or a staggered nap, not a tighter grid.

  • Measure cot spacing with the cots out, not on paper.
  • Check whether your state counts the aisle in usable area.
  • Confirm whether children who do not nap must have somewhere else to be.
